Function of our president:
The president of Heilonjiang Energy and Environmental Research Institute lead the administrative and technical research bodies of the whole institute directly. He is in charge of choosing and declaring the scientific and technical research projects, leading the research and supervising on key technical problems' tackling projects. He is also responsible for connecting to the external technical and scientific researches, technical research projects and international technical cooperation, guide the main direction of our work and lead us to the highest peak of technology and science.
Researcher Cao Zhide is given the special allowance by the government. Meanwhile, he is the pioneer of key subject (clean fuels) in Heilongjiang, member of the petrochemical and medicine experts group in technical and economic Adviser Committee organized by Heilongjiang government, advanced worker of province class, model worker in Heilongjiang technical field. In the past several decades, Mr. Cao has been researching the petrochemical additives, the method of heavy fuel oil's lightening, integrated technology of desulfurization, and denitrification from fuel coal and oil and the disposal of wastewater. His accomplishments and technical research achievements have been extensively applied in scientific researches and industrial productions. These researches have won outstanding achievements and several invention patents of the country. Lighten heavyweight fuel oil to replace diesel oil technology has won the first grade of technology invention prize in 2003 (invention group). Desulfurization technology from Orimulsion has won the first grade of technical development prize in 2004 (developing group), key technical problems' tackling project of China's ninth “five years plan” — the industrial experiment of chemical desulfurization technology and performance assessment has won the third grade of technology prize of Heilongjiang province in 2002.
