In charge of investing the market and potentiality of scientific and technical development, guiding the direction of scientific and technical development for other research offices, discussing research project and setting up technical problems' tackling project. Meanwhile, it is responsible for popularization and industrialization of technical achievements, communication of technical cooperation and service for the consumers.
